Pre-sentence Report – Psychiatric
evaluation of a person found guilty of a criminal charge to
address treatment needs and risk assessment to assist the
Court in sentencing or probation conditions. (back)
Criminal Intent
– Evaluation to assist in determining the accused’s
intent or mental state at the time of the alleged offense.

Mental State at
Time of Offence – Assessment of the accused’s
mental state at the time of alleged offense. This evaluation
may occur at any point in the trial process. The focus is
on the presence of mental disorder and the effect that the
disorder had on the subject’s ability to appreciate
the nature and quality of their act (or omission) and their
ability to know that their act was wrong. The purpose of such
a report is to assist the Court in determining whether the
accused is ‘Not Criminally Responsible on account of
Mental Disorder’ (NCRMD). (back)
Fitness to
Stand Trial – Psychiatric evaluation of an
accused person to determine if they are mentally disordered.
If the first criterion is met then the evaluation addresses
the person’s ability to understand the charges, their
ability to participate in their own defence, their ability
to understand the possible outcomes and whether they are able
to appropriately instruct legal counsel. (back)
Bail –
An assessment report of an accused person which addresses
the treatment needs & risk for recidivism to assist in
determining appropriate bail conditions. (back)
Dangerous Offender
Assessments – The focus of the assessment is
evaluation of risk for recidivism and the possibility for
treatment and management in the community. The evaluations
are based on extensive review of correctional, probation and
community records as well as an interview with the offender.
Attempts are made to contact reliable community collateral

Personal Injury
– Psychiatric evaluation to help determine the present
and past mental health of the injured plaintiff. The evaluation
is focused on the association between the tort injury and
the current mental/emotional difficulties. The report will
also address treatment recommendation, expected treatment
outcomes (prognosis) and the likelihood of residual functional
impairments. (back)
Disability - A disability
assessment may be requested by insurers, employers or attorneys
to evaluate claimants for ongoing functional limitations.
As with other evaluations, the report is based on direct interview
with the claimant as well as review of medical documentation.
The purpose is to assist those who ultimately determine whether
the claimant is disabled, according to the specific insurance

Litigation Consultation
– We can assist in evaluating reports and documents
to help decide whether psychiatric evaluation is required
as well as helping to frame questions for examination or cross-examination.
This type of consultation may preclude direct evaluation for
Independent Medical Reports. (back)
Employment and Occupational Assessments
– An employment or occupational assessment is usually
requested by employers who have concerns about an employee’s
cognitive abilities or emotional stability as they relate
to the ability to function in the workplace. An assessment
may also be requested to evaluate the employee’s potential
for violence or disruptiveness in the workplace. Consultation
is also available to employers and unions regarding workplace

Mental Health Act
Panels – Dr. Zoffmann serves as medical representation
on three member review panels. Review Panels review discharge
applications made by patients involuntarily detained in designated
mental health facilities. (back)
Claims Review Committees
– These are single session evaluations that include
review of records, administrative decisions & reports
to determine whether or not a claim has been fairly settled,
disallowed or continued. (back)
Workers Compensation Tribunals
– These are single session evaluations that include
review of records, administrative decisions and reports pertaining
to the tribunal. These evaluations focus on specific regulation
language to assist with claim settlements due to workplace
